Mr. Andy Leung-Partner, Indirect Tax, EY Shenzhen

Andy is a Partner of EY Shenzhen’s indirect tax practice. Andy joined the tax profession in 2003 with focus in China tax, and has advised clients in banking, factoring, logistics, manufacturing, retail, real estate and modern services industries, in particular in indirect tax related areas.

Andy has a Postgraduate Certificate of Laws and a Bachelor Degree of Laws. He is a member of Association of Chartered Certified Accountants (ACCA) and Hong Kong Institute of Certified Public Accountants (HKICPA). He is also a qualified Hong Kong Certified Tax Agent (HKCTA) with qualification to practice in Qianhai.

Since 2013, Andy has been engaged in policy discussion in VAT, and has assisted clients to discuss and agree with PRC tax authorities in VAT rule formation, and has also helped a client to obtain a VAT ruling in another foreign country.

Andy has assisted the financial companies in successfully striving for VAT preferential policy from SAT(State Administration of Taxation), helped those financial companies saving cost and enhancing tax compliance.

Andy has helped clients to resolve various types of tax controversy cases including VAT dispute with tax authorities in different cities in Mainland China, and has secured tax preferential treatment for business operations and structures, completed VAT reform related process enhancement, provided design and tax requirement advice on tax management system setup, has acted as tax advisor for REIT, and conducted tax planning for real estate development and urban renewal projects.

Andy is a frequent speaker in different forum, including representing EY to speak in the Peking University and the National Accounting Institute as guest lecturer on China tax topics.

Ms. Wenting Xian-Manager, Indirect Tax - Global Trade, EY Hong Kong

Tina is EY’s global trade manager based in Hong Kong. Tina joined EY global trade practice in 2015 and currently participates in global trade projects across China’s mainland and Hong Kong SAR. She is familiar with both China’s mainland Customs rules and Hong Kong SAR Customs rules.

Tina has a Master degree from The Australian National University, majoring in Financial Management, and a Bachelor degree from The University of Melbourne, majoring in Accounting and Finance. Tina is a Certified Public Accountant of Australia.

With EY, Tina has participated in global trade cases such as royalties and customs valuation, AEO, customs compliance review, import taxes planning, customs preferential treatment policies and practices, customs dispute resolution, customs audit assistance and anti-smuggling cases, FTA, HS classification, US-China trade dispute, US export control, China export control, Hong Kong import and export control, etc.

In recent years, Tina has participated in various export control projects, such as SAP GTS’ compliance module design and implementation, ECCN classification, Export Compliance Manual design, Standard Operating Procedures (SOP) design, etc.

Tina is also assisting clients with global trade automation, such as trade system implementation and trade analytics. For example, she assisted a large multinational corporation headquartered in Asia Pacific implementing SAP GTS Software, including process and system connection understanding, implementation blueprint design, SIT and UAT, change management and training, etc.

Tina has provided comprehensive customs and tax related advice to clients in a large range of industries, e.g. automobile, manufacturing, trading, services, oil & gas, precious metal, logistics, etc.
